No, it does not affect hair growth. Dermaplane is a treatment performed with a sterile surgical blade, similar to a blade that is in your razor at home. When this treatment is done with the correct tools by a licensed professional, you are achieving a level of exfoliation that also "shaves" the peach fuzz hair on your face, also known as vellus hair. All of our hair grows with a tapered point. When you shave that hair you are cutting it in half, making the new tip "blunt". 

Dermaplaning can be safely done at home with the proper education and safety, however lots of misinformation circulates the internet that tends to lead people to unsafe and risky situations. It is highly recommended to see a licensed professional to receive this treatment as the risks outweigh the benefits of performing a dermaplane on yourself.
